What Is Form N-648?

Form N-648 is used by permanent residents applying for U.S. naturalization who are unable to meet the English language and/or civics testing requirements due to a documented medical or psychiatric condition.

Scheduling Your Appointment

To begin the process:

  • In your message, mention:
    • Your interest in an N-648 consultation.
    • The medical and/or psychiatric diagnosis you believe qualifies you for an exception.

We will send you a Permission Form to complete and return. Once received, we’ll call to schedule your initial consultation.

Important:

  • The $520 consultation fee must be paid in advance.
  • This fee is non-refundable and the appointment is non-cancelable.
  • Medical insurance is not accepted.

Preparing for Your Initial Consultation

What to Expect During Your Initial Consultation

  • Purpose: To determine whether you may qualify for a medical exception to the English and/or civics test requirement.
  • Duration: Up to one hour with Dr. Gordon.
  • What to Bring:
    • Your green card
    • Your passport
    • Translator (if applicable)
    • Personal advocate (if applicable)

Dr. Gordon may also administer a few basic assessments similar to the USCIS civics and English tests.

You will not receive a decision immediately. Within two weeks, Dr. Gordon will inform you by email whether:

  • You do not qualify (with an explanation), or
  • You may qualify, and any additional steps that may be needed.

If You Choose to Proceed

If Dr. Gordon determines that you may qualify:

  • You will be asked to submit all relevant medical and psychiatric records.
  • You may need to consult with specialists or undergo specific medical tests.
  • You will be responsible for all additional costs listed below.
  • While straightforward cases may be completed in as little as two weeks, be prepared for the process to take several months.
  • Be aware that USCIS, not Dr. Gordon, makes the final decision.
  • You should consult an immigration attorney for guidance on submitting the N-648 form.

Delivery of the N-648 Form:

  • You will receive the completed form in a sealed envelope.
  • Dr. Gordon’s office will not issue copies of the form.
  • USCIS will share the contents of the form during your interview, and you may request a copy from them.
